Bien qu\u2019elles repr\u00e9sentent le quart de la population du pays, les personnes \u00e2g\u00e9es de plus de 60 ans sont les grands oubli\u00e9s de la r\u00e9ponse humanitaire.<\/p>\n<p>Un <a href=\"https:\/\/www.helpage.org\/what-we-do\/ukraine-rapid-needs-assessment-of-displaced-older-people\/\" target=\"_blank\" rel=\"noopener\">nouveau sondage de HelpAge International<\/a> offre un aper\u00e7u de ce que cette population endure depuis le d\u00e9but de la guerre en Ukraine il y a pr\u00e8s de 100 jours.<\/p>\n<p>Ce sondage r\u00e9v\u00e8le que :<\/p>\n<ul>\n<li>69 % des Ukrainiens \u00e2g\u00e9s n\u2019ont pas \u00e9t\u00e9 contact\u00e9s par une agence humanitaire depuis l\u2019escalade de la guerre;<\/li>\n<li>pr\u00e8s de neuf personnes \u00e2g\u00e9es sur dix (89 %) ont un probl\u00e8me de sant\u00e9 d\u00e9bilitant tel que l\u2019hypertension (57 %), des probl\u00e8mes cardiaques (50 %), des douleurs articulaires (41 %) et des probl\u00e8mes gastro-intestinaux (20 %), et 71 % ont plus d\u2019une maladie chronique;<\/li>\n<li>seulement 43 % ont un acc\u00e8s complet aux m\u00e9dicaments et 12 % d\u00e9clarent n\u2019y avoir aucun acc\u00e8s; 8 % n\u2019ont pas acc\u00e8s \u00e0 l\u2019eau potable;<\/li>\n<li>43 % ont au moins un handicap, 34 % ont des probl\u00e8mes de mobilit\u00e9, 14 % ont une mauvaise vue, 8 % ont des probl\u00e8mes de m\u00e9moire et 6 % ont des difficult\u00e9s \u00e0 communiquer.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Les r\u00e9pondants ont indiqu\u00e9 que leurs besoins les plus urgents sont :<\/strong><\/p>\n<ul>\n<li>De l\u2019argent pour obtenir facilement ce dont ils ont le plus besoin pour leur bien-\u00eatre imm\u00e9diat (74 % des r\u00e9pondants)<\/li>\n<li>Des m\u00e9dicaments et des soins de sant\u00e9 (70 % des r\u00e9pondants)<\/li>\n<li>Des articles hygi\u00e9niques (61 % des r\u00e9pondants)<\/li>\n<\/ul>\n<p>Pour Gregor Sneddon, directeur g\u00e9n\u00e9ral d\u2019Aide aux A\u00een\u00e9s Canada, \u00ab\u2009Il est essentiel d\u2019agir de toute urgence pour r\u00e9pondre aux besoins criants et tr\u00e8s r\u00e9els des personnes \u00e2g\u00e9es en Ukraine.\u2009\u00bb<\/p>\n<p>\u00ab\u2009L\u2019incapacit\u00e9 \u00e0 r\u00e9pondre ad\u00e9quatement aux besoins particuliers des a\u00een\u00e9s en p\u00e9riode de crise est malheureusement trop fr\u00e9quente. Nous avons constat\u00e9 ces derni\u00e8res ann\u00e9es l\u2019impact disproportionn\u00e9 de la pand\u00e9mie sur la vie des personnes \u00e2g\u00e9es et les limites qu\u2019elle a impos\u00e9es sur leur capacit\u00e9 \u00e0 vivre en s\u00e9curit\u00e9, en sant\u00e9 et dans la dignit\u00e9. Nous ne pouvons pas continuer \u00e0 marginaliser les personnes \u00e2g\u00e9es.\u2009\u00bb<\/p>\n<p>Orla Murphy, responsable de l\u2019intervention humanitaire en Ukraine pour HelpAge International, qui s\u2019est rendue dans la zone de guerre, a d\u00e9clar\u00e9 que \u00ab\u2009les traumatismes et les besoins des personnes \u00e2g\u00e9es sont immenses, en particulier pour ceux qui ont d\u00e9j\u00e0 endur\u00e9 huit ans de combats dans l\u2019est du pays.\u2009\u00bb<\/p>\n<p>\u00ab\u2009Alors que nous approchons des 100 jours d\u2019une guerre de grande ampleur, il est temps que le monde reconnaisse les horreurs subies et les d\u00e9fis impos\u00e9s aux a\u00een\u00e9s, et cesse de les rel\u00e9guer \u00e0 l\u2019arri\u00e8re-plan.\u2009\u00bb<\/p>\n<p>Il est largement reconnu que les personnes \u00e2g\u00e9es ont des besoins particuliers qu\u2019il faut combler dans le cadre d\u2019une r\u00e9ponse humanitaire inclusive et efficace. Mais ceux-ci sont rarement prioritaires. Depuis 2020, Aide aux A\u00een\u00e9s Canada a fourni des trousses d\u2019hygi\u00e8ne et de nourriture \u00e0 plus de 1\u2009000 personnes \u00e2g\u00e9es vivant le long de la ligne de contact dans l\u2019est de l\u2019Ukraine pour r\u00e9pondre directement aux besoins pressants de cette population.<\/p>\n<p>\u00ab\u2009Notre organisation signale l\u2019urgence de la situation en raison des difficult\u00e9s extr\u00eames auxquelles les personnes \u00e2g\u00e9es ukrainiennes sont confront\u00e9es, insiste Gregor Sneddon. Parce que nous croyons que l\u2019am\u00e9lioration de la qualit\u00e9 de vie des personnes \u00e2g\u00e9es vuln\u00e9rables est importante tant au Canada qu\u2019\u00e0 l\u2019\u00e9tranger, nous avons mobilis\u00e9 notre r\u00e9seau de partenaires pour qu\u2019ils donnent g\u00e9n\u00e9reusement pour soutenir le travail d\u2019Aide aux A\u00een\u00e9s sur le terrain.\u2009\u00bb<\/p>\n<p>\u00c0 ce jour, Aide aux A\u00een\u00e9s Canada a recueilli pr\u00e8s de 5 millions de dollars en aide humanitaire pour les personnes \u00e2g\u00e9es ukrainiennes et leurs familles gr\u00e2ce \u00e0 d\u2019importants dons provenant du gouvernement f\u00e9d\u00e9ral, de la Fondation canado-ukrainienne, du Fonds du primat pour le secours et le d\u00e9veloppement mondial, d\u2019Islamic Relief Canada et de la Coalition humanitaire.<\/p>\n<p>Aide aux A\u00een\u00e9s Canada concentre actuellement ses efforts de secours sur la population \u00e2g\u00e9e touch\u00e9e par le conflit en Ukraine ainsi que dans les pays voisins. L\u2019organisation fournit de la nourriture, des trousses d\u2019hygi\u00e8ne et de la literie dans 44 centres de r\u00e9fugi\u00e9s en Moldavie. En Pologne, elle fournit une aide en esp\u00e8ces aux personnes \u00e2g\u00e9es d\u00e9plac\u00e9es qui n\u2019ont pas acc\u00e8s \u00e0 leur pension ou \u00e0 leurs prestations m\u00e9dicales. Il a \u00e9t\u00e9 r\u00e9alis\u00e9 dans les oblasts de Tchernivetska et de Lvivska dans l\u2019ouest de l\u2019Ukraine et de Dnipropetrovska dans le centre de l\u2019Ukraine entre le 6 et le 11 mai 2022.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Profils de personnes \u00e2g\u00e9es en Ukraine<\/strong><\/p>\n<p>Ana, 62 ans, raconte sa vie \u00e0 la maison \u00e0 Severodonetsk avant qu\u2019elle ne soit \u00e9vacu\u00e9e \u00e0 Dnipro avec quatre g\u00e9n\u00e9rations de sa famille.<\/p>\n<p>Lyubov, 77 ans, a quitt\u00e9 sa maison dans l\u2019est de l\u2019Ukraine apr\u00e8s qu\u2019un bombardement a souffl\u00e9 les fen\u00eatres. Elle utilise maintenant une vieille machine \u00e0 coudre pour r\u00e9parer les v\u00eatements, vivant dans un abri pour personnes d\u00e9plac\u00e9es \u00e0 Dnipro.<\/p>\n<p>Raisa, 71 ans, a \u00e9t\u00e9 \u00e9vacu\u00e9e en mai, avec son mari Alexandre, de leur domicile \u00e0 Severodonetsk, o\u00f9 ils disent qu\u2019il n\u2019y a pas eu d\u2019eau, d\u2019\u00e9lectricit\u00e9 ou de gaz depuis le d\u00e9but de la guerre. Ils n\u2019ont vu aucun membre de leur famille depuis 2014.<\/p>\n<p>Valentina, 81 ans, est n\u00e9e en Russie et a d\u00e9m\u00e9nag\u00e9 en Ukraine quand elle \u00e9tait enfant. Elle se consid\u00e8re comme faisant partie de la g\u00e9n\u00e9ration qui a construit Severodonetsk, o\u00f9 elle vit. Ce sont des d\u00e9tails de sa vie d\u2019avant et des d\u00e9fis auxquels elle est maintenant confront\u00e9e en tant que personne d\u00e9plac\u00e9e \u00e0 Dnipro avec sa s\u0153ur et son beau-fr\u00e8re.<\/p>\n<p>Valentina, 68 ans, a quitt\u00e9 Lisichansk avec son plus jeune fils et son petit-fils. People over the age of 65 are being overlooked in the humanitarian response, despite making up a quarter of the country\u2019s population.\r\n\r\nA <a href=\"https:\/\/www.helpage.org\/what-we-do\/ukraine-rapid-needs-assessment-of-displaced-older-people\/\">new survey from HelpAge International<\/a> offers an insight into what this population has been enduring for nearly 100 days since the start of full-scale warfare in Ukraine.\r\n\r\nThe survey reveals that:\r\n<ul>\r\n \t<li>69% of older Ukrainians have not been contacted by a humanitarian agency since the escalation of the war<\/li>\r\n \t<li>Almost nine out of ten older people (89%) have a limiting health condition such as hypertension (57%), heart problems (50%), joint aches and pains (41%) and gastro-intestinal issues (20%) and 71% have more than one chronic<\/li>\r\n \t<li>Only 43% have full access to medication, with 12% reporting they have no access at all. 8% do not have access to safe drinking water.<\/li>\r\n \t<li>43% have at least one disability, 34% have mobility issues, 14% have poor sight, 8% face challenges with remembering and 6% with communicating.<\/li>\r\n<\/ul>\r\n<strong>Respondents said their most urgent needs are:<\/strong>\r\n<ul>\r\n \t<li>Money to easily access what they need most for their immediate well-being (74% of respondents)<\/li>\r\n \t<li>Medicine and healthcare (70% of respondents)<\/li>\r\n \t<li>Hygiene items (61% of respondents)<\/li>\r\n<\/ul>\r\nGregor Sneddon, HelpAge Canada\u2019s Executive Director, said: \u201cUrgent action to address the very real and desperate needs of older people in Ukraine is essential.\"\r\n\r\n\u201cThis failure to adequately respond to their specific needs during moments of crisis is all too common unfortunately. We saw how a global pandemic disproportionately impacted the lives of older people and limited their ability to lead secure, healthy, and dignified lives. We cannot continue to marginalize the needs of older people.\"\r\n\r\nOrla Murphy, Ukraine Humanitarian Response Manager for HelpAge International who was recently in the war zone said: \u201cThe level of trauma and need that so many older people have is beyond belief, particularly among those who have already endured eight years of fighting in the east of the country.\r\n\r\n\u201cAs we approach 100 days of full-scale war, it\u2019s time the global community acknowledges the horrors and the challenges of the older generation and stops putting them at the back of the queue.\u201d\r\n\r\nIt is widely recognized that older people have specific needs that must be addressed as part of an inclusive and effective humanitarian response. But they are rarely prioritized. Since 2020 HelpAge Canada has been providing hygiene and food kits to more than 1000 older people living along the line of contact in Eastern Ukraine in direct response to the dire need of that population.\r\n\r\n\"As an organization, we have been voicing the urgency of the response needed and the extreme hardship the older people of Ukraine are facing. Because we believe that improving the quality of life of vulnerable older persons is important both in Canada and abroad, we have rallied our network of partners to give generously to the work of HelpAge on the ground in the region.\" said Gregor Sneddon.\r\n\r\nTo date HelpAge Canada has mobilized close to $5 million in humanitarian relief for older Ukrainians and their families with major donations coming from the federal government, Canadian-Ukraine Foundation, Primate's World Relief and Development Fund, Islamic Relief Canada, and the Humanitarian Coalition.\r\n\r\nThe organization is currently concentrating its relief efforts on the older population affected by the conflict in neighbouring countries, in addition to within Ukraine. HelpAge Canada supplies food, hygiene kits, and bedding in 44 refugee centres in Moldova. In Poland, the organization provides cash assistance to older displaced people who cannot access their pension or medical benefits. It was carried out in the oblasts of Chernivetska and Lvivska in western Ukraine and Dnipropetrovska in central Ukraine between 6 and 11 May, 2022.\r\n\r\n\u00a0\r\n\r\n<strong>Profiles of older people from Ukraine<\/strong>\r\n\r\n<a href=\"\/?page_id=11796\" target=\"_blank\" rel=\"noopener\">Ana, 62<\/a>, tells of life at home in Severodonetsk before she was evacuated with four generations of her family to Dnipro\r\n\r\n<a href=\"\/?page_id=11796\" target=\"_blank\" rel=\"noopener\">Lyubov, 77<\/a>, who left her home in eastern Ukraine after shelling blew out the windows. She now uses an old sewing machine to update clothes, living in an IDP shelter in Dnipro\r\n\r\n<a href=\"\/?page_id=11796\" target=\"_blank\" rel=\"noopener\">Raisa, 71<\/a>, who was evacuated in May with her husband, Alexander, from their home in Severodonetsk, where they say there has been no water, electricity or gas since the war started. They have not seen members of their family since 2014\r\n\r\n<a href=\"\/?page_id=11796\" target=\"_blank\" rel=\"noopener\">Valentina, 81<\/a>, who was born in Russia and moved to Ukraine as a child. She sees herself as part of the generation that built her hometown of Severodonetsk.
